Torture is universally illegal based on the 1948 Universal Declaration of Human Rights. Article No. 5 states that no one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.
In light of this fact, any torture that does occur is illegal and conducted largely in secret.
