States With Legal Age Set to Under 21

  • Georgia has set its legal gambling age at 18 (gambling is only legal on cruise ships)
  • Idaho has set its legal gambling age at 18
  • Kentucky has set its legal gambling age at 18
  • Minnesota has set its legal gambling age at 18
  • Montana has set its legal gambling age at 18
  • Oklahoma has set its legal gambling age at 18
  • South Dakota has set its legal gambling age at 18
  • South Carolina has set its legal gambling age at 18 (gambling is only legal on cruise ships)

States With Flexible Laws

  • California has set its legal gambling age at 18 to 21 depending on the casino regulations
  • Michigan has set its legal gambling age at 18 to 21 depending on the casino regulations

  • California's minimum age for casinos and poker rooms is 18-21 depending upon the establishment.
  • Georgia's minimum age of 18 for casinos applies only to cruises.
  • Michigan's minimum age changes depending upon the establishment and type of gambling (18 for horse-race betting and lottery games, 18-21 for casino-style games and sports betting, 32 for poker rooms).
  • South Carolina's minimum age of 21 for casinos applies only to cruises.
  • South Dakota's minimum age of 18 for casinos applies to Indian casinos (the only legal casinos in the state).
