About Connecticut

Connecticut’s municipal governance system is notable for its emphasis on towns, which serve as the primary unit of local government. The state’s 169 towns, some of which contain incorporated cities or boroughs, manage a wide range of services typically provided by counties in other states. Connecticut does not have functioning county governments for local administration, as county governments were formally abolished in 1960.

Connecticut’s towns vary widely in size, from small rural communities like Cornwall (population under 1,500) to larger municipalities like Bridgeport, the state’s largest city with a population of around 145,000. Bridgeport is classified as both a city and a town and operates under a mayor-council system. The city manages local services such as police, fire, and public education, in addition to infrastructure development and economic initiatives aimed at urban renewal.

Towns like West Hartford or Greenwich provide a full spectrum of services, including law enforcement (via town police departments), public schools, and zoning regulation. These towns have more localized control compared to municipalities in states with active county governments. New Haven, another major city (population around 130,000), serves as a cultural and economic hub, with its own police department, public transportation (provided by the Greater New Haven Transit District), and public housing authority.

Unincorporated areas are virtually nonexistent in Connecticut, as the entire state is divided into organized towns. Even small, rural towns have municipal governments responsible for critical services, like Roxbury (population under 2,500), where the town handles emergency response, public works, and zoning, independent of county or state intervention.
